Having heard and discussed the information relating to the coverage by the mass media of the election campaigning events and to the activity of the direct participants in the election campaigning, presented by the Working Group for monitoring compliance by electoral process participants with the rules and procedures for conducting election propaganda in the election of deputies of the State Duma of the Federal Assembly of the Russian Federation of the third convocation (S.V. Bolshakov) the Central Election Commission of the Russian Federation r e s o l v e s:
1. To take into consideration the information of the Working Group for monitoring compliance by electoral process participants with the rules and procedures for conducting election propaganda in the election of deputies of the State Duma of the Federal Assembly of the Russian Federation of the third convocation.
2. In pursuance of Articles 24 and 60 of the Federal Law «On the Election of Deputies of the State Duma of the Federal Assembly of the Russian Federation» to make a representation to the Ministry of the Russian Federation for the Affairs of the Press, TV and Radio Broadcasting and Mass Communications and request it to take measures to stop unlawful propaganda activity of the ORT TV and radio broadcasting organization and bring to responsibility the ORT TV and radio broadcasting organization and its officials as provided by Russian Federation laws (the representation is attached hereto).
3. To instruct the Working Group for monitoring compliance by electoral process participants with the rules and procedures for conducting election propaganda in the election of deputies of the State Duma of the Federal Assembly of the Russian Federation of the third convocation (S.V. Bolshakov) additionally to ask for and study the information materials of OAO TV-Center and report the results on November 2, 1999.
4. To publish this Resolution in the Bulletin of the Central Election Commission of the Russian Federation..
