Resolution October 27, 1999 No.31/403-3 «On the Use by Election Commissions of the City of Moscow of Ballot Scanners and Information Display Complexes During the Election of Deputies of the State Duma of the Federal Assembly of the Russian Federation of the Third Convocation on December 19, 1999»

Having considered a request from the Moscow City Election Commission for the permission to use ballot scanners at polling stations of the city of Moscow and information display complexes demonstrating the progress of voting and preliminary voting returns in the Moscow City Election Commission and in 15 district election commissions during the forthcoming election of deputies of the State Duma of the Federal Assembly of the Russian Federation of the third convocation on December 19, 1999, the Central Election Commission of the Russian Federation resolves:
1. To agree with the proposal of the Moscow City Election Commission and to allow this Commission to use ballot scanners at a number of polling stations in the city of Moscow and complexes displaying information about the progress of voting and preliminary voting returns in the Moscow City Election Commission and in 15 district election commissions during the forthcoming elections of deputies of the State Duma of the Federal Assembly of the Russian Federation of the third convocation.
2. To instruct the Federal Informatization Center under the Central Election Commission of the Russian Federation (I.S.Gorshkov) and the Moscow City Election Commission (V.P.Gorbuniv) to agree, before November 10, 1999, a list of polling stations at which ballot scanners will be used, and the technology for the transfer, processing and display of information about the progress of voting and preliminary voting returns by means the complexes of the State Automated System GAS «Vybory» of the Moscow City Election Commission, district and territorial election commissions in accordance with the requirements of Article 62 of the Federal Law «On Basic Guarantees of Electoral Rights and the Right of Citizens of the Russian Federation to Participate in a Referendum», Article 86 of the Federal Law «On the Election of Deputies of the State Duma of the Federal Assembly of the Russian Federation», and the Resolution of the Central Election Commission of the Russian Federation No. 21/228-3 of October 9, 1999 «On the Use of Functional Complexes of Tasks During Preparation and Conduct of the Election of Deputies of the State Duma of the Federal Assembly of the Russian Federation of the Third Convocation».
3. To finance the work on the preparation and use of ballot scanners and information display complexes from the funds allocated from the Federal budget to the Central Election Commission of the Russian Federation for the implementation of the Federal program for the development of the State Automated System GAS «Vybory» in the years 1996-2000.
4. To charge V.S.Vlasov, Deputy Chairman of the Central Election Commission of the Russian Federation, with exercising control over the fulfillment of this Resolution .
5. To publish this Resolution in the Bulletin of the Central Election Commission of the Russian Federation.
