- A precinct election commission is the principal election commission in any election. It is the precinct polling station where voters cast their votes, and where right after the voting is finished, votes are counted in order to ascertain the expression of the will of Russian Federation citizens. Taking into account the importance of the work done by precinct election commissions, the lawmakers have, in a great detail, regulated their activities in terms of voting and vote counting procedures. Their sole aim was to develop norms that will make any kind of fraud practically impossible. Knowledge of these norms and procedures for voting and vote counting, as well as strict compliance with these norms is another main responsibility of precinct election commissions. In order to help you, dear colleagues, members of precinct election commissions, to learn these norms better, the Central Election Commission produced this training video film which shows almost all basic electoral actions, both inside the polling station and outside the polling station where such actions are allowed by law, including the procedures for tabulation of voting results.

The characters of this film are members of precinct election commissions that participated in tabulation of vote returns and preparation for voting in the 1999 elections to the Duma. At present, we are getting ready for the election of the President of the Russian Federation and the main emphasis is now placed, in this film in particular, on the use of certain norms that are related to the election of the President of the Russian Federation.

- In particular, it will be the first time that absentee certificates to be used in the election of the President of Russia are to be composed of two parts: the main part and the detachable coupon. What is it needed for? The law provides for a possible second round of voting in the presidential elections.. If no winner is determined in the March 26 election, repeat voting, or, in other words, the second round will take place. So, to deal with this problem,
the precinct election commission will not take away the absentee certificate from a voter who comes to the polling station on March 26. Instead it will withdraw the detachable coupon, leaving the main part of the absentee certificate with the voter. Thus, the voter will be able to use the absentee certificate for repeat voting. The absentee certificate will allow the voter to be included on the voters list when this certificate is produced to the precinct election commission.

Speaking about voting outside voting premises - according to the Federal Law voting outside the voting premises in all elections must be conducted by not less than two members of the precinct election commission. These members will go to the places where voting outside the voting premises is to be organized in accordance with the journal of voters who expressed their wish to and may vote outside the voting premises for the reasons that are clearly established by the Federal Law. Not less than two representatives of the public who act as observers as well as non-voting members of the precinct election commission have the right to be present at voting conducted outside the voting premises. I would like to draw your attention to the fact that according to the «Law on the Election of the President of the Russian Federation», non-compliance with these requirements may result in invalidation of the voting, mobile box contents, results of voting outside the voting premises. The Central Election Commission expresses its hope that this film will be useful for you in that you will learn the norms of the Federal Law on the elections and their practical application in the forthcoming election.
