8. Conclusions.
In the preceding review of options for tackling the problem of infiltration of the political process by criminals, I have deliberately taken a pessimistic, cynical approach. This is because it is all too easy to recommend impractical policies. The fact that there are no simple solutions should not lead to a policy of despair. It is necessary, in the first place, to divide solutions between those which may ameliorate problems in the short term and those which may be more effective but which will need more time.
For the Central Election Commission of the Russian Federation and for members of the Duma, the immediate task is to consider measures which will help to produce a fair election in the next few months. International experience shows that solutions require consistent action over many years. A comprehensive strategy requires attention both to the immediate future and to the longer term.
