Article 36. Participation of Political Parties in Elections, Referendums
1. Political parties shall be the only kind of public associations which has the right independently to nominate candidates (lists of candidates) for election as deputies, to other elected offices in the bodies of state power.
2. Political parties and, in the cases provided by the rules of political parties, their regional branches may participate in elections and referendums if an announcement about the elections, referendum to be held was officially published after the political party had submitted documents to the registering body, confirming state registration of its regional branches in more than a half of the subjects of the Russian Federation.
3. Political parties may participate in elections, referendums independently or they may form election blocs with other political parties, other All-Russia public organizations, All-Russia public movements in the procedure established by the federal laws on elections.
4. When nominating its candidates (lists of candidates) in elections a political party shall publish its program.
Article 37. Recognition of a Political Party as Participating in Elections
1. A political party shall be deemed to participate in elections in the event of the registration and inclusion in election ballots of:
(a) a federal list of candidates nominated by the political party in elections to the State Duma of the Federal Assembly of the Russian Federation;
(b) candidates nominated by the political party in elections to the State Duma of the Federal Assembly of the Russian Federation in not less than five per cent of single-mandate election districts;
(c) a candidate nominated by a political party in elections of President of the Russian Federation;
(d) a candidate nominated by the political party for election to the highest office (head of the highest executive body of state power) of a subject of the Russian Federation) in not less than ten per cent of the subjects of the Russian Federation;
(e) a candidate (list of candidates) nominated by the political party in elections to legislative (representative) bodies of state power of subjects of the Russian Federation in not less than 20 per cent of the subjects of the Russian Federation;
(f) candidates (lists of candidates) in elections to bodies of local self-government in more than a half of the subjects of the Russian Federation.
2. Political parties which for five years have not participated in elections in accordance with the requirements of Clause 1 of this Article shall be subject to liquidation under Article 41 of this Federal Law.
