Chapter VI. Status of Candidates
Article 35. Equality of Candidates for Deputy
All registered candidates for deputy shall have equal rights and shall bear equal duties.
Article 36. Rights and Duties of a Candidate
A candidate after his/her registration shall not be entitled to take advantage of his/her office in order to be elected.
A candidate after his/her registration shall upon his/her personal application be relieved of his/her work, military service, military camping from the registration date till the day of official publication of general outcome of the election. Within the time term the relevant election commission shall pay from the funds allocated for the preparation and administration of the election, the candidate a compensation in an amount not exceeding _______ monthly wages set by the federal law as of the day of the election setting.
A candidate may not be dismissed from his/her office at the initiative of the administration (employer), transferred without his/her consent to another job or office including a job in another geographical area, or sent to a business trip, drafted to military service or military camping from the registration day till the day of official publication of general outcome of the election. The time of participation of a candidate in the election shall be included in his/her work record at the position he/she occupied before the registration date.
A candidate nominated in a single mandate electoral district shall, from the registration day till the day of official publication of general outcome of the election, have the right to use free of charge any kinds of public transportation except taxi and charter trips in the territory of the relevant electoral district. In cities containing several electoral districts a candidate may use free of charge municipal public transportation with the exception of taxi and charter trips in the territory of the entire city.
If a candidate has a permanent place of residence outside the boundaries of the single mandate electoral district where he is running for the office, the candidate shall within the specified period have the right to make free of charge __ round railway, water and automobile trips with the exception of taxi and charter trips, and one free of charge round flight by air to the electoral district. Such trips shall be paid from the funds of the relevant district election commission.
A candidate shall be entitled to withdraw himself/herself not later than 3 days prior to election day. If a candidate has withdrawn himself/herself without compelling circumstances the district election commission may compensate, at the candidate's expense. for the relevant part of expenses incurred by it, including the funds allocated by the election commission to the candidate or electoral association, electoral bloc for election campaign purposes.
A candidate registered in a single mandate electoral district may have up to 10 agents who shall be registered with the district election commission. The agents shall received certificates from the district election commission and may conduct campaigning and other activities in favor of the candidate. The administration (employer) shall be obliged to give agents upon their request an unpaid leave for the period set in Clause 2 of this Article. Candidates who nominated agents shall be entitled to recall them at any time having notified the district election commission thereon that will cancel the certificates issued to the agents.
A candidate after his/her registration may not be prosecuted, arrested or be subject to administrative sanctions imposed in a judicial procedure, without consent of the Procurator of the subject of a Russian Federation. The Procurator when giving such a consent shall immediately inform the district election commission that registered the candidate thereon.
