Article 8 - Basic Principles of Participation of Citizens of the Russian Federation in Elections of Deputies of the Legislative (Representative) Body of State Power of the [Subject of the Russian Federation]

Deputies of the legislative (representative) body of state power of the [Subject of the Russian Federation] shall be elected by citizens of the Russian Federation residing in the territory of the [Subject of the Russian Federation] on the basis of a universal, equal and direct suffrage by secret ballot. Participation in elections shall be free and voluntary. No one shall have the right to influence a citizen of the Russian Federation in order to compel him/her to participate or not to participate in elections or to influence free expression of his/her will.

Article 9 - Electoral Rights of Citizens of the Russian Federation in Elections of Deputies of the Legislative (Representative) Body of State Power of the [Subject of the Russian Federation]

Citizens of the Russian Federation if they permanently or predominantly reside in the territory of the [Subject of the Russian Federation] and have attained to the age of 18 shall have the right to elect deputies of the legislative (representative) body of state power of the [Subject of the Russian Federation], participate in other electoral activities provided by law and conducted by lawful methods.

Citizens of the Russian Federation, who have attained to the age of 21 by election day shall have the right to be elected to the legislative (representative) body of state power of the [Subject of the Russian Federation].

Citizens of the Russian Federation who have been found incapable by a court of law or who are kept in places of confinement by a court decision shall have no right to elect or be elected.

Article 10 - The Right to Nominate Candidates

The right to nominate candidates shall be directly exercisable by voters (a voter in the event of self-nomination) of the given electoral district and by an electoral association and electoral bloc.

Article 11 - The Right to Election Propaganda

In elections of deputies of the legislative (representative) body of state power of the [Subject of the Russian Federation] the state shall ensure that citizens of the Russian Federation, public associations, political parties are able freely to carry on propaganda in accordance with federal laws and laws of the Subject of the Russian Federation.

Citizens of the Russian Federation, public associations, political parties shall be entitled in the forms allowed by law and by legitimate methods freely to carry on propaganda for participation in elections, for or against any registered candidate.

Registered candidates, electoral associations and electoral blocs shall have a guaranteed possibility to carry on election propaganda and express political views, which is provided to all citizens of the Russian Federation and public associations, as well as the additional rights afforded to registered candidates and electoral associations and electoral blocs including guaranteed equal conditions for access to the mass media in accordance with the Federal Law «On Basic Guarantees of Electoral Rights and the Right of Citizens of the Russian Federation to Participate in a Referendum» and this Law.

Article 12 - Funding of the Election Campaign of Candidates

For the purposes of funding their election campaign candidates shall establish their own electoral funds in accordance with this Law.

Article 13 - Openness of the Electoral Process

Pursuant to Federal Law «On Basic Guarantees of Electoral Rights and the Right of Citizens of the Russian Federation to Participate in a Referendum» and this Law candidates, their agents, observers, foreign (international) observers and media representatives shall have the right to observe the progress of voting, tabulation of votes, determination of the election outcome and other activities of an election commission during the voting and determination of the voting results and the election results and shall have access to and receive information on the voting results and the election results from election commissions and bodies of state power.

Protocols of election commissions and summary tables of the voting for the given territory shall be public documents. Citizens of the Russian Federation, observers, foreign (international) observers, media representatives may inspect these documents on the premises of election commissions. Not later than five days upon receipt of a request for inspection of electoral documents an election commission shall either satisfy the request or issue a motivated written refusal to satisfy the request indicating the reasons for the refusal, unless provided otherwise by federal laws and this Law.
