Chapter 5. Pre-election Propaganda

Article 23. The right to participate in pre-election propaganda

1. Citizens of the Russian Federation, social associations shall have the right freely to carry out propaganda «pro» or «contra» the Candidates.

2. Participation of the officials from the bodies of the state power of the local self-government in the pre-election propaganda «pro» or «contra» the Candidates shall not be allowed, and of the official from the military units as well.

Article 24. The procedure of carrying out of the pre-election arrangements

1. The bodies of the state power and of the local self-government shall be obliged to render assistance to the Candidates in organizing and holding the pre-election meetings of the Candidates and their empowered persons with their constituents. The applications for the rooms' allotment to hold such meetings and gatherings shall be considered by the appropriate bodies within 5 days in the order established by the okrug's electoral commission.

2. The pre-election rallies shall be organized and held in the procedure established by law in force.

3. Carrying on propaganda in the rooms of the poll stations shall be prohibited.

Article 25. Pre-election propaganda through mass media

1. It is prohibited to publish the results of the public opinion polls linked with the forthcoming election within the period of 10 days prior to the Election Day and the very day of the election.

2. The mass media whose one of the founders or co-owners are the bodies of the state power or the local self-government, likewise the mass media completely or partially financed at the account of the funds of the republican budget of the Russian Federation, from the budget of the krai, oblast, federal city, autonomous oblast, autonomous okrug or from the local budget, shall be obliged to provide all the Candidates with the equal chances for pre-election appearance in public.

3. Any Candidate shall have the right to appear with his speeches and statements in mass media including the state TV and radio. The electoral commissions of the krai, oblast, federal city, autonomous oblast, autonomous okrug shall establish the procedures of the specified appearances of the Candidates in public, and this procedure should ensure that the Candidates will have the broadcasting time on the basis of equality (as to the speech duration, time of broadcasting and other conditions).

Article 26. Publication of propaganda printed materials

1. Parties, political movements, other social associations, participating in the election, individual Candidates shall have the right freely to public posters, leaflets and other propaganda materials.

2. All the propaganda printed materials should contain information about the organizations and person for their issue. Spreading of anonymous propaganda materials shall be prohibited.

3. The electoral commissions of the krai, oblast, autonomous oblast, autonomous, federal city and also the okrugs' and districts' electoral commissions, who have got to know about spreading of anonymous or counterfeit propaganda materials, should be obliged to take measures in order to stop their spreading and to appeal to appropriate bodies of the internal affairs with demand to stop the illegal propaganda activities.

4. The propaganda printed materials may be displayed on special stands as ordered by the districts' electoral commissions, and also, with consent of the owner or of the possessor, in any room, any building on any construction or any other unit, with the exception of the buildings and rooms of the electoral commissions and poll stations.

Article 27. Time allowed for propaganda campaign

1. The propaganda campaign shall run from the Candidate's registration day and shall be ceased the day of the election.

2. Any public propaganda shall be prohibited during the Election Day. The printed propaganda materials, earlier displayed outside the poll stations, may be kept on their former place.
